Quotations in headlines should be avoided. They are not headlines and even if it IS headline, they should mention source. I mean really, "Petrol price cut to provide relief to common man" as a headline is 'joke' and the joker should be attributed there. Journalists and/or editors are becoming so lazy that they don't even think before writing something very important - headline. What expectation can you set for content?
